The Town of Highland provides weekly curbside solid waste collection through a contract with Allied Waste. Collection day is every Tuesday for all single- and two-family homes as well as some quads by arrangement. Recycling is every other Tuesday depending on where you live in town. Tuesday pick-up will be changed to Wednesday, whenever the following holidays occur on a Monday or a Tuesday:
All waste and recycling that is to be collected should be at the curb no later than 6 a.m. and no earlier than 5 p.m. the day before collection is scheduled. Containers and larger items should be placed out for collection at ground level no more than 15 from the side of the street. Recycling and refuse containers should be separated by at least three feet and should be placed with handles nearest the residence.

The Town of Highland allows residents to dump large items at Highland Public Works, 8001 Kennedy Avenue. Compactor (less than 4 feet in length), open container (more than 4 feet in length) and concrette fees apply. There is no charge for dumping tree branches. Please note: Residents must have a dumping permit before disposing of items. The permit identifies the name, address, and phone number of the permittee; vehicle type and license number; description of the refuse to be disposed; and disposal fee. Dumping refuse without a valid permit is prohibited.
Public Works Director Mark Knesek said Highland households produce 154.9 tons of recycling per month. However, a good chunk of that paper, plastic and cardboard is unrecyclable. “Our Republic representative says we are not the worst when it comes to recycling but we’re certainly not the best — and that costs us money,” Knesek said. “I am calling on all residents to up your education on what we can recycle — and what we can’t.” It’s good for the environment and makes it pay to recycle again.
