Because of the COVID-19 pandemic, the Highland Police Department has updated the process for gun permit applications. Instead of starting the application process in person, which was the pre-pandemic process, Highland residents interested in applying must first start the application process on the Indiana State Police website – www.in.gov/isp.
What's next?
After your fingerprints have been completed, you should then call the Highland Police Department’s Support Services office at (219) 838-3184. You will be asked for your name, phone number and application number, along with other information and then you will be placed on a waiting list. Our Support Services staff will be in contact to continue the application process.
How long does it take?
The gun permit process takes 1 to 4 weeks. Staff are available to answer your questions. Once your proves with Highland Police Department are completed and transmitted to the Indiana State Police, the process can take 1 to 4 months for the state approval. Please note: You may not carry your handgun until you receive your state approval.
What is required of me?
The application process requires an individual interview as well as the personal exchange of several required documents between individuals and Highland Police Department staff.
Exceptions
In Indiana, a carry permit is not required for a resident to purchase a handgun, nor is it required in order to have a handgun in your home in order to protect your family or yourself.

Indiana state laws regulate the sale, possession and use of firearms and ammunition within its boundaries. The state requires a license for most methods of carrying a handgun. A license to carry may be issued to individuals age 18 or older who meet the legal requirements. Currently, the state allows both limited-term and unlimited-lifetime licenses.
You may be disqualified from acquiring a firearms license if:
Indiana residents, or nonresidents with a "regular place of business" in Indiana, must obtain an Indiana license.

This program involves the community along with the police department to take offensive action against crime and other social problems. You can help our police department by becoming a concerned citizen and informing the police of anything that involves actual or potential criminal activities or danger. Valuable information can be provided by you since you are many times the only one in the position to know or observe what is occurring. Keeping Highland safe from crime and other problems should be everybody's goal. We all want to enjoy a peaceful community free of crime. Community policing through Neighborhood Watch will make our town a better and safer place to live.

Since an on-demand crossing light was installed on 45th Street at the bike trail, pedestrians, bikeriders and skateboarders have never been safer. Having received a very positive response from the public in regards to our mobile traffice speed sign, the Highland Police Department now has four signs that are placed in areas of concern. Data collected from the device is used to establish days/times for traffic reinforcement, thus, placing police resources when and where they need to be to deal with problem drivers. The Highland Police Department and our VIPS will keep an eye on your house while you are away. To activate the vacation home check system, simply call the department at (219) 838-3184 and let us know when you’ll be away. Please let us know if you have a house sitter. We also need a contact name and phone number of an individual who has a key along with the makes and models of vehicles that may be in the driveway while you are away.
