Each year, the Clerk Treasurer's office compiles a snapshot of the community that details trends as well as reports of its fiscal health. Clerk-Treasurer Mark Herak employs two forms of annual financial reporting — the Comprehensive Annual Financial Report and the Town of Highland Annual Financial Report. Both documents provide annual financial data in the context of a single calendar year.
The town of Highland consistently achieves excellence for its financial reporting. In every year it has published its financial disclosures as a Comprehensive Annual Financial Report, Highland has been recognized for its achievement by the Government Finance Officers Association of the United States and Canada, the highest form of recognition in governmental accounting and financial reporting.
The difference between the CAFR and the Highland Financial Report is a simple matter of the name and format. The goal is to provide a heightened standard of disclosure to the people of Highland.
These reports have been shown to lower costs of capital acquisition by the unit and support of grant applications. They have also been shown to be helpful in lowering the costs for insurance. The goal: to offer Highland residents both transparency and professionalism in financial reporting.
